Complaint Process

The State Bar of California has enforcement authority over lawyer referral activity in California pursuant to California Business and Professions Code section 6155 et seq. and the Rules of the State Bar, Title 3, Division 5, Chapter 3. In California, a lawyer referral service must be certified by the State Bar. The LRS programs that are certified are listed below.

The State Bar is interested in receiving information about lawyer referral service programs that are operating in California but are not certified by the State Bar. The State Bar welcomes information from any concerned person, group, or organization about any business providing uncertified lawyer referrals in California.

In order to protect the public, the State Bar reviews and analyzes complaints to determine if any investigation is warranted. If an investigation is warranted and reveals that there is a business providing uncertified lawyer referrals, the State Bar will consider all available legal remedies.

Please use this online form to file a complaint against an uncertified lawyer referral service. If the business providing lawyer referrals does not appear in the list below, the business may be operating unlawfully as an uncertified lawyer referral service.

As part of the State Bar's review of your complaint, any information provided in this form is not confidential and may be shared with the lawyer referral service or the lawyer referred by the lawyer referral service during the review process.
