Position for consideration *

This position will oversee the daily operations of at least two stations. They will be charged to increase the staffing levels and community awareness in their assigned stations, this will include community events in their areas. This position will answer to the Captain of Operations. This position will have direct oversite of all firefighters. The Lieutenant will oversee and assist the coordinators to ensure the task they are assigned are completed.  This position will also ensure all the maintenance of the apparatus and facilities are documented and reported to the proper person.  It is important for the applicant to read and understand the other roles and responsibilities as spelled out in the Fire Lieutenant job description which is provided in the link below.

Building and Fire Codes Coordinator

Purpose of Job
 
This position will be done while supporting the mission, values, and vision of the PVVFD. The coordinator will ensure the enforcement of city ordinances related to building and municipal codes and to ensure that buildings and related systems meet or exceed minimum standards for protection of the safety and welfare of the consumer, public, owners and occupants.

Perform and document inspections of physical buildings life safety systems, to determine compliance with established standards and guidelines. 
 
Accepting and processing permit applications providing input concerning potential approval of permits and certificates of occupancy. 
 
Review commercial building plans for conformance with all related code provisions.  Provide advice to permit applicants on needed revisions or additions to plan submissions to achieve conformance.
 
Initiate communications with and/or responds to routine requests for information from builders, residents, officials, other inspectors, members of the staff, the public or other individuals.
 
Serve as secondary office support for the department, as needed.  Answers the telephone; provides information; returns calls as necessary; takes and relays messages and/or directs calls to appropriate personnel.
 
Prepare and/or generate routine correspondence, letters, memoranda, forms, reports and other documents.
 
Maintain file system of departmental records.
 
Use knowledge of various software programs to operate a computer in an effective and efficient manner.
 
Act as representative of the Pleasant View Fire Department, enforcing City ordinances governing all areas of municipal code.  Performs related inspections, issues notices and citations, and attends related court proceedings.
 
Receive/respond to citizen complaints; performs investigations, to include site visits.
 
Respond to routine requests for information from officials, employees, members of the staff, the public or other individuals.
 
Respond to emergency calls for fire, medical, and other emergency situations.
 
Remove individuals from dangerous/hazardous situations, as needed.
 
Perform all activities necessary to suppress/extinguish fires, as needed.
 
Assess emergency medical problems and performs prescribed treatment as outlined and authorized under Tennessee First Responder guidelines.
 
Perform pre-fire surveys and building inspections

Building and Vehicle Maintenance Coordinator

The coordinator will manage, track, schedule, coordinate, provide reports, and oversee all maintenance and preventive maintenance issues with all assets that belong to the PVVFD. This includes all buildings, properties, equipment, and vehicles.  This position could also be involved in administrative projects and tasks within the organization.  The person filling this job shall understand the job purpose is to ensure maintenance issues and other administrative tasks are completed in a timely manner. This position is highly encouraged, but not required to ensure incident responses are made while improving safety and services in our department and community.

Perform or schedule all needed preventative maintenance and all needed repairs on all assets. 
 
Track, manage, and provide monthly and annual reports concerning all PM and repairs.  This should be tracked on software where reporting is available.
 
Coordinate all vehicle check offs and reporting system for firefighters to be able to report any repair or PM issues
 
Assist with firefighter training and knowledge of all PM and repair issues.
 
Keep all equipment maintained and PM with manufactures recommendations.
 
Manage maintenance and repair budget.
 
Be available or manage a way for firefighters, Shift Commanders, or Operating Chief Officers can contact you if needed at any time of day or night.  OCO’s can manage this part during vacation, sick, and time off.
 
Track other various data and produce reports as needed.
 
Attend community events when needed.
 
Serve as a first responder if possible.
 
Attend job related training.

Cleaning and Supply Coordinator

Inventory materials and report replacement needs; establish minimum/maximum stock levels and monitor stock levels based on usage and lead time.
 
Maintain files; compile records of supply transactions; input data post supplies issued; prepare quarterly and yearly performance reports.
 
Prepare bid specifications for all supplies; meet with prospective vendors; research and recommend new products and equipment.

Community Risk Coordinator

This position will be done while supporting the mission, values, and vision of the PVVFD. The coordinators job is to manage, schedule, coordinate, and oversee all PVVFD sponsored community events. The person filling this job shall understand the job purpose is to manage, track, report, and perform duties geared to educate, prevent, and reduce risks to the firefighters, residents, and visitors within our communities. Prevention and Education are the real keys to making a difference in the fire death rates in America. These actions will be instrumental in raising the quality of life of those we serve.

Coordinate and deliver fire and life safety education programs in schools (Fire, storms, kitchen safety, seat belts, bike safety, texting and driving, drinking and driving, etc.)

Assist with educating community on the benefits of fire sprinklers.
 
Collaborate with other agencies to be involved with Community Risk Reduction Activities (NFSA, UL, etc.).
 
Provide training to members in areas under their responsibility.
 
Coordinate resource delivery and set up for various events.
 
Coordinate construction, delivery, and installation of address markers.
 
Attend community events to promote life safety and prevention message to attendees.
 
Schedule and manage employees working at events under their responsibility.

Equipment and Fire Hydrant Testing

 

Purpose of Coordinator Role:

 

Purpose of Job

 The position will be done while supporting the mission, values, and vision of the PVVFD. The Fire Hydrant Coordinator will oversee, preform, and provide guidance for the inspection and maintenance of the fire hydrant system in the Cities and Counties the PVVFD serve. They will also work to improve the working relationship with the Utility District as it relates to fire hydrant testing and servicing.

Develop a schedule of when all hydrants will be tested and maintained.

 

Ensure all hydrants are up to date in IamResponding

 

Work with Austin Peay State University (APSU) GIS Center to ensure all PVVFD hydrants mapped appropriately.

 

Keep track and organize all data gathered after testing is completed.   
Health, Safety, and Wellness Coordinator

This position will be done while supporting the mission, values, and vision of the PVVFD. The coordinator is responsible for planning, organizing, and evaluating all fitness and wellness services to ensure the elements of the program meet or exceed standards and expectations. The Health, Safety, & Wellness Program Coordinator will be the primary contact for the occupational health provider and assists with the occupational health and wellness program. The Health, Safety & Wellness Coordinator also performs personalized fitness assessments to meet individual’s current level of fitness, job duties, time restrictions, physical capabilities, nutritional status, and self-improvement effort, providing appropriate and effective fitness and lifestyle counseling. Educate employees on the benefits of personal fitness, nutrition, and injury prevention via on-site presentations, newsletters, and Wellness social media site.

Point of contact for all NFPA 1582 physicals and track and document all members NFPA 1582 physicals.
 
Duties include communication, scheduling and maintaining the database for all occupational health activities; and providing annual occupational health/fitness testing for firefighters, including body comp analysis, cardiovascular capacity testing, muscular strength/endurance testing, flexibility, body composition and functional movement screening.
 
Ensures all new and current members are current on all required shots.
 
Work with the Critical Incident Stress Debriefing Team.
 
Ensure all members are aware of the Critical Incident Stress Debriefing Program.
 
Oversee group activities to promote workplace wellness which may include one on one personal training or group trainings.
 
Research information related to job stress, cancer reduction, sleep deprivation, cardiovascular health, nutrition, personal fitness, and injury prevention.
 
Maintain medical and fitness records to ensure HIPAA compliance.
 
Develop budget and maintain records of all wellness related expenses and reports on all activities annually or as needed.
 
Coordinates the annual wellness questionnaire which determines recommendations for improved employee health and productivity, reduced health care costs, and injury prevention.
 
Recruit, train, and support Peer Fitness Trainer program.
 
Assist with mask fit testing.
Marketing Coordinator

Medical Coordinator

The coordinator will analyze, plan, design, implement, and administer EMS programs as well as other department and community-oriented programs, including First Responder (FR) Advanced Life Support (ALS), Basic Life Support (BLS), EMS certification, and other education and improvement programs.

Receive, stock, and ensure all medical supplies are available for the PVVFD.
 
Inventory medical materials; report replacement needs; establish minimum/maximum stock levels and monitor stock levels based on usage and lead time.
 
Maintain files; compile records of medical transactions; input data post supplies issued; prepare quarterly and yearly performance reports.
 
Participate in budget administration, monitor, and control budgetary expenditures as it relates to medical supplies.
 
Serve as a liaison between the PVVFD and EMS Services, and other outside agencies regarding EMS activities, procedures, and policies.
 
 
 
Work with the Training Coordinator to ensure EMS training activities and classroom instruction sessions including, First Responder (FR), Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), CPR, and/or Emergency Medical Technician (EMT) programs so PVVFD members can receive CEU’s.
 
Communicate with Fire personnel, citizens, and other customers in identifying and resolving EMS issues.
 
Work with the Community Risk Reduction Coordinator to prepare and staff public information displays, health fairs, and other community related events.
Personal Protective Equipment Supply Coordinator

Response Coordinator

The coordinator will plan, organize and direct emergency and non-emergency activities of all members and the fire station for the PVVFD. The coordinator will ensure operational readiness for emergency response, manages and participates in administrative tasks, programs and projects.

Support and monitor the overall training activities and requirements of the PVVFD; work collaboratively with the Training Coordinator to ensure that training needs are identified,
addressed and completed within prescribed time frames; develop, coordinate, and participate in drills; implement a career development plan for assigned personnel.
 
Works with the Leadership Team to ensure the Shift Commanders, Duty Crew, and all Part-Time positions are filled monthly.
 
Oversees and publishes the When2Help Schedule monthly.
 
Works with the Shift Commander daily to ensure IamResponding is always kept up to date while members are on shift or attending training. 
Support Group Coordinator

Training Coordinator

This position will be done while supporting the mission, values, and vision of the PVVFD. The coordinators job is to advance the mission of the department by ensuring our fire department personnel are adequately trained to operate in a safe manner while delivering service to the communities we serve. In a time of transition, the person filling this position shall understand the job purpose is to ensure training is delivered and documented. Also, ensure that incident responses are made while improving safety and service in our department and community. Educating staff and public on fire department programs and services; and performing other tasks related to Fire Department activities.

Ensure all training records and data pertaining to personnel and the fire department are entered into the fire department data management system.

Coordinate all training requirements with mutual and automatic aid companies and departments.
 
Utilize ISO, NFPA, OSHA, and other applicable regulations, standards, and laws to ensure fire department personnel are properly trained and in compliance with the latest standards regarding emergency response.

Captain of Community Risk Reduction
 
Captain of Community Risk Reduction (CRR) will oversee: the departments CRR programs within the community and schools; manage the community events that the fire department attends, manage the support group; mange the smoke alarm program; and all other events as it relates to CRR.  This position will report to the Assistant Chief of Community Risk reduction and Administration.  This position could be a line or staff position. Purpose of Job

Duties and responsibilities include supervising appointed and/or assigned staff; assisting the Fire Chief with planning, coordination and control of all aspects of fire department operations, with special interest in fire prevention and life safety issues; maintaining readiness for emergency call response; responding to fire, medical, and related emergency calls and taking proper action; educating staff and public on fire safety/prevention; and performing other tasks related to Fire Department activities.

Organize fire and life safety inspections of all applicable occupancies and maintains appropriate files and documentation of such activities. Create methods to maintain systems and structure for fire protection within our community and fire protection district.

Develop and deliver training and information to the citizens regarding fire and life safety. Ensure information concerning the test, maintenance, and inspection of fixed fire protection systems is properly disseminated,

Develop and maintain a fire database system with the intent to be expressive of the effectiveness of the division,

Compile and manage all file management programs. Retains all fire loss records and ensures compliance with TFIRS requirements and annually checks to ensure records are in the National Fire Database,

Acquire the status of Assistant to the Commissioner of Commerce and Insurance. Perform investigation for the purpose of determining cause and origin of fire and report such findings in an attempt to prevent repeat incidents,

Supervises, directs, and evaluates assigned staff, handling employee concerns and problems, assigning work, counseling, and administering disciplinary and other personnel actions.

Assists/participates in planning, development, organization and supervision of departmental activities; administers daily operations of fire prevention and life safety personnel.

Responds to, and participates in, emergency calls for fire, medical, and other emergency situations; directs traffic route to destination; assumes command of emergency scene.

Supervises and/or participates in all functions associated with resolution of emergency calls (to include removing individuals from dangerous/hazardous situations, performing all activities necessary to suppress/extinguish fires, assessing emergency medical problems and performing prescribed treatment as outlined and authorized under Tennessee First Responder guidelines, etc.).May operate specialized fire vehicles/equipment (fire engines, ladder trucks, pumps, etc.).

Performs/coordinates special projects as directed (e.g., managing computer system; maintaining database information; soliciting bids for equipment and services; maintaining records for hazardous materials sites or water supply/flow records; developing and maintaining City disaster plan; etc.).

Receives and/or prepares various documentation (forms, checklists, reports, correspondence, etc.); processes, completes, and/or forwards as appropriate.

Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals. May be required to fill in as Acting Fire Chief and perform related duties as required.

Minimum Training and Experience Required to Perform Essential Job Functions

Four years of college education preferred (Bachelor’s Degree in Fire Science with NFA Fire Prevention and Executive Development courses preferred), with extensive training and experience in all aspects of firefighting and protection activities; Requires State Fire Officer I Certification, State Fire Inspector Certification, State of Tennessee First Responder level of medical care, and a valid Driver's License.

Purpose of Job

The purpose of this job is to perform administrative, technical and supervisory work functions in directing activities of fire officers appointed and firefighters. Duties and responsibilities include supervising appointed and/or assigned staff; assisting the Fire Chief with planning, coordination and control of all aspects of fire department operations, with special interest in fire and emergency response activities and issues; maintaining readiness for emergency call response; responding to fire, medical, and related emergency calls and taking proper action; educating staff and public on fire department emergency operations; and performing other tasks related to Fire Department activities.


Essential Duties and Responsibilities
